Cook the Pasta
- Bring a large pot of salted water to boil. Cook pasta according to package instructions until al dente; drain and set aside.
Sauté the Veggies
- In a large skillet over medium heat, add olive oil. Sauté chopped onions until translucent and fragrant, then toss in minced garlic until fragrant.
Add the Meat and Spices
- Stir in ground beef or turkey; cook until browned. Add chili powder, salt, pepper, and canned tomatoes while mixing well.
Combine Everything Together
- Reduce heat and stir in cooked pasta along with milk and half of the shredded cheese until everything is well incorporated.
Top with Cheese and Bake
- Preheat oven to 350°F (175°C). Transfer mixture to an oven-safe dish, sprinkle remaining cheese on top, then bake until bubbly.
